Defiant      It's night in Brockton Bay, but the Protectorate HQ remains an obviously-lit beacon of truth, justice and law and order. It's visible from almost any section of Brockton Bay, making it easily navigated to - and a potent reminder to all villains of the power and reach of the local protectorate.

     Inside the foyer, the building is slick and modern. There's a central lobby, where a few uniformed Protectorate Response Team personnel stand guard. One of them sits behind the desk. Near the gift shop, and off to one side, signing an autograph, is a tall hero who wears something that looks like gladiator armor with a distinct lion motif. That is Triumph, one of the local Protectorate heroes.
Ayako Hasekawa     It doesn't really matter where in the Multiverse she is. Ayako gets lost easily. Or perhaps she just wanders around a lot and loses track of where she was going to go. Either way, she finally found her way to the Protectorate HQ! Nevermind how easy it is to spot in Brockton Bay.

    Ayako hops off her floating broomstick and lands lightly on her feet outside the building. She idly takes her hat off and shoves the broomstick into it nonchallantly. Nevermind that it shouldn't fit inside the hat-the broom vanishes all the same. "Eh heh... found it!" She puts her witch hat back on and cheerfully enters the building.

    After a few moments to look around, she quietly walks over to the uniformed personnel behind the desk. "Um... excuse me? Where would I go to register with the Protectorate?" She smiles an awkward smile, as if really uncertain.
Defiant      "Right here," says the uniformed man behind the desk, "Have you been affiliated with any other organisations or groups that are known to the Protectorate?" He sets about typing at his keyboard - probably bringing up paperwork.
Ayako Hasekawa     Ayako sighs softly in relief. "Ah... whew. I'm in the right place then." She smiles brightly. "Oh. Umm... I'm a registered Ally of the Union." Her right hand reaches into one of her muffler pockets where she rummages around for a while... and then produces two identification cards that were Union issued. "Ah. Here. I think these are the right ones. I hope." A soft groan escapes her lips. "I have way too many cards from going to way too many places..."
Defiant      "The Union?" the man asks. "Do you mean the Guild? Oh, no, Union. That's the new group, isn't it? Armsmaster's been working with you?" Huh. It must seem that Unification and other elements have been somewhat suppressed. He does glance at the cards though, and jots down some information from them.

     "Well, I can't automatically fill these forms. You don't mind filling them out, right?"

     Seeming content to leave the forms and a pen in Ayako's hands, the officer calls out to the suited superhero by the gift shop. "Triumph, new cape over here. We need someone to vet her classifications."
Ayako Hasekawa     Ayako giggles softly, "I... well, I guess you could say that Armsmaster has been working with us, yes." She nods her head swiftly, "Oh of course. Don't worry about it, I'm used to filling out forms." The absolute mountain of paperwork she had to go through to register and become an Ally of the Union was pretty immense! Most of the reason was that the 'What Forms Do I Need To Fill Out?' checklist consisted of her having to fill out Every. Single. Form. Oftentimes multiple times. It couldn't be helped. With how old she is, she has done a lot of things that could raise a few eyebrows.

    Ayako cheerfully and very efficiently begins filling out the forms with the offered pen. She looks up for a moment as she fills out the forms to wave hello cheerfully to Triumph. "Ah. Hello!"
Defiant      It's a pretty exhaustive form. Full name, cape name, place of birth, education history, medical history... It's like a job resume and background check all in one, althoug the form states that all information will be kept confidential and secure. There's a lengthy section for powers and abilities, too - presumably one of those sections that would be automatically filled out.

     Triumph is a tall man, although his gladiator-lion armor makes it hard to guess his age. "Hey," he says in greeting, and his voice is quite young. He's in his late teens, almost certainly. "So, registering with the Protectorate? I don't remember seeing you in the Wards. Independent group, I guess?"
Ayako Hasekawa     Ayako suddenly looks depressed for a moment when she reaches the 'place of birth' on the form. "Umm... what if the place of birth doesn't quite exist anymore? Should... I just put 'N/A'?" Other than that, it seems she's filled out the more normal parts of the form-abeit with some... fantastical entries. Some of which look like they're out of a fantasy novel and others out of some science fiction novel. Anyone watching her fill out the form can tell she's not lying though-she's simply too thoughtful and confident in what she's filling out in all the right places. She does however get stuck on the 'powers and abilities' section, though.

    Ayako looks up cheerfully to Triumph. "Yup! Uh... the Wards? What's that? And... well... yeah, I guess you could say that." She giggles brightly and then looks back at the form. "Umm... this powers and abilities section... I'm not sure of how to fill this out properly."
Defiant      "Well," says the PRT officer, "It's not unheard of, what with the Endbringers and all. We should still have it on file but, if it's that much of an issue..." He trails off, perhaps giving Ayako a hint that she could leave it blank.

     Triumph nods his roaring lion head of a helmet. "Oh, that's what most kids join when they trigger, like me. Then I went into the Protectorate. Just hand the form back to the officer here, and I'll take you to one of our training rooms. I'll see what you can do, figure out which categories you might belong with, and then figure out some sort of rating for you. Sound good?"
Ayako Hasekawa     Ayako nods her head once and gives the form that is as completed as she could manage back to the officer. She turns back to Triumph-and her eyes almost positively sparkle when she sees the roaring lion head helmet. Seems she likes it! "A-ahh. Alright, that sounds good!" Her right hand twitches slightly, but then calms down. Looks like she wanted to try touching the lion-themed hat!
Defiant      Triumph gives Ayako a jaunty thumbs-up in response. He leads the way towards a set of secure-looking elevators near the back of the lobby. Given the little show that Triumph has to do to prove his identity, it seems they take security quite seriously here.

     From there, the elevator heads to a level several stories up. The doors chime open into a utilitarian room that seems part gym and part arena - wide open spaces, targets, concrete blocks. "Well, here we are. One of our training rooms. So, I'm assuming you're aware of the PRT classifications - Mover, Shaker, Brute, Breaker, Master, Tinker, Blaster, Thinker, Striker, Changer, Trump and Stranger?"
Ayako Hasekawa     Ayako curiously follows Triumph towards the elevators and notes how many security checks he has to go through. She inclines her head to the side gently as she rides the elevator up and then takes a moment to absorb the half-gym half-arena room. "A-ahh..." She then smiles softly and nods her head. "Un. I know about them! I'm not sure about what level of them I am, but... I think I'm all of them in some way or another except for Tinker or Blaster."
Defiant      Triumph pauses for a moment. "All of them?" he asks, sounding incredulous. "That's... pretty rare. Can you maybe show me some of your abilities?"
Ayako Hasekawa     Ayako thinks for a moment... and then giggles playfully. "Oh oh... let's start with the most obvious and fun one. With the way I like most!" She offers her hand to Triumph as a handshake. "Let's start with a handshake!" If Triumph shakes her hand, it appears completely normal. Her skin is soft and smooth, there is the slight resistance of muscle and the harder resistance of bones in her hand. Her hand is normal body temperature and doesn't really seem to be anything different than a normal human hand.

    "Normal, right?" Ayako giggles brightly. "But... I'm made of water." The very moment she says the word 'water', her hand immediately turns into floating water in the shape of a hand and becomes a bit colder as well. At the wrist, the colorless water fades back into the normal color of her arm.
Defiant      Triumph wears gloves, so, much of that is lost on him. "Okay," he says, "So you're a definite Breaker. You turn into water. Now, if you turn into water, do you still have a human body or do you have a bit of immunity to normal stuff like that? Can you shift into another state completely or will you always be humanoid? Y'know, stuff like that."
Ayako Hasekawa     Ayako giggles softly and reforms her hand. "I am water. Hmm... if it helps, I'm not a girl that can turn into water, I'm more water that happens to be able to turn into a girl." She leans forward and says seriously, "But I don't really do much of anything unless I look human. Because there's no real point otherwise." Her head nods repeatedly, as if she said something that makes perfect sense to her.

    Ayako's head inclines to the side gently. "Umm... I don't exactly understand the question but..." She turns her palm upwards and a ball of water forms from it and floats in the air. "I can make many types of water. Ice, water vapor... Oh, and my particular favorite, Healing Water."
Defiant      Triumph shakes his head. "What I mean is, let's say someone shot you in your water form. Do you still have like, a watery heart, or would it be like shooting into a lake? We get a lot of different sorts of, well, shapeshifters."

     He glances down at the water Ayako is forming in the palm of her hand. "Hmm. I'm guessing you can use that as a weapon? So, that'd make you a Blaster. Can you also freeze things through touch, or is it just water? Can you freeze people?"
Ayako Hasekawa     Ayako blinks her eyes quickly. "It would be like shooting into a lake." She giggles softly, "Oh... speaking of shapeshifters... my clothing is made of water too. And I can look and sound like other people but... that tends to be mean. So I don't do it unless they tell me it's alright." Her head nods once.

    And then Ayako looks incredibly fearful, at least for a moment. "W-w-weapon...? I... No." She shakes her head no once and firmly. "I can't, I won't hurt other people with my water." Ayako says this as seriously and firmly as she possibly can.
Defiant      It's difficult to tell through his mask and armor, but Triumph sounds somewhat... incredulous. "You can imitate other people to that extent? Including clothing? Stranger, definitely. That's really powerful, and it's going to worry a lot of people. They're going to want to know if there's any possible way to see through your disguise."

     He nods as Ayako seems to grow a bit worried. "Hey," he says, sounding quite reassuring. He just feels like a superhero, like how they /should/ be. "So, you can't hurt them. Okay. But could you shoot water at them? Like, if you wanted to."
Ayako Hasekawa     Ayako's eyes are still trembling in fear over the thought of her using her water as a weapon, but nods her head slowly, "I could do that kind of imitation, but... I won't do it unless I have person who I'm imitating's permission." She crosses her arms in front of her chest and nods her head once. "It's not a nice thing to do otherwise... besides." She shrugs helplessly. "I'm not really good at acting like someone unless I'm really really familiar with them."

    Ayako takes a deep shuddering breath and then exhales just as shudderingly. "I... well... Healing Water, yes. Otherwise?" She thinks long and hard about that... "Water balloon or playful snowball tossing is the farthest I can and will go." Her gaze goes back to Triumph. "My water's meant for healing, helping or making barriers." She says very firmly. It seems this is just one of those things that Ayako takes seriously.
Defiant      "Oh, so it's only appearance and not knowledge," Triumph replies. "Well, that makes it less of a worry. That's why we've all got secret questions for that exact reason." He nods, and Ayako might hear the smile behind his words. "Well, okay, we'll put you down as a Blaster too, but only a class one. So, Breaker, Shifter, Stranger, Blaster..."

     Triumph ponders for a few moments, drumming his fingers against his bracer. "So, water. Can you control water or do anything with it? Or is it just you and the water you create?"
Ayako Hasekawa     Ayako nods her head once and she seems to calm down quite a bit. "Un. Water." She smiles softly, almost more to help calm herself more than anything else. "I can control it, yes. Form things out of it-no weapons. And... well... it would probably be easier to show?" Her gaze turns around quickly. "Have a swimming pool nearby?"
Defiant      "Yeah, next room over," Triumph replies. An indoor swimming pool? The Protectorate certainly treats its superheroes well! He's not lying, either. Through another door in the gym/training yard floor, Triumph does lead the way to a full-size swimming pool. "Alright, do your stuff. Just don't ruin anything, I don't want to have to break out the containment foam." He's still smiling, by the sounds of it.
Ayako Hasekawa     Ayako follows after Triumph and then positively beams at the sight of the swimming pool! "Ah! Water! I thought I felt a large amount nearby!" She doesn't even have to get close to it before a bubble of water her size forms out of the swimming pool and floats in the air. "Hmm... I hate to say it, but I'm kind of uncreative about just what to do with my water sometimes... let me think..." Her head then shakes quickly. "Wait, wait, wait. That's not what I was going to do." She knocks the side of her head lightly once. "My range is about a thirty meter sphere radius around me! I can control that water, see through that water, hear through that water, and feel through that water. Past that..." She scratches her head lightly with one finger. "It gets fuzzy and really unreliable."
Defiant      "Well, you might've been feeling the ocean, y'know, to the east," Triumph says. He stands by Ayako and just watches her as she works. "So, essentially a low-level Thinker power and a Shaker power in a thirty meter distance. That's pretty interesting. The classification system is just a bureaucratic thing but it's still rare to get people with more than two categories. Like me? Blaster-Brute. Tinkers like Armsmaster tend to only ever be in one category."

     He gestures with his hand, pointing towards the pool and the bubble of water that Ayako had drawn from it. "You'll put that back though, right? I think, technically, that water is Protectorate property." He laughs, pleasantly.
Ayako Hasekawa     Ayako's eyes sparkle when Triumph mentions his power. "Oh oh oh oh! Enough about me, what about your power?" She blinks her eyes quickly, "Oh, of course. It has chlorine in it anyway." Her tongue sticks out playfully.
Defiant      "Well, you showed me yours, so I'll do the same."

     Triumph steps up towards the pool, sets his stance, and /shouts/.

     It's hard to describe. To Ayako, it just sounds like a normal shout. But the water visibly ripples and, as Triumph pours more of his breath into the outburst, the water visibly parts. After a few moments of that, of his shout dividing the water and shaking some benches on the far side of the pool, Triumph stops and turns back.

     "I can shout," he says. "At full power, I can put holes in concrete. I'm stronger than most too, and I regenerate."

     No wonder he settled on a roaring lion and a gladiator for his costume.
Ayako Hasekawa     Ayako claps her hands softly as she drops the ball of water back into the pool. "Oh oh oh... I'll look forward to it!" And she does watch Triumph eagerly!

    Or perhaps she should listen as well? Her water senses feel and hear the shout directly as well. Ayako's eyes blink as the water is visibly parted and then divided!

    "Huh... you say shout but... it's really quite impressive!" Ayako claps her hands together in applause. Once she's finished clapping, she looks thoughtful. "Hmm... oh! Could you try that again? Oh oh, but be as light and gentle as you can. I don't want you to break anything. I'll show you what I mean by my barriers!" She focuses on Triumph... and then shoves outwards with her palms towards him. "Water Resonance Barrier!"

    An extremely strange barrier made of water forms in front of Triumph. It looks like several light blue cones layered together in an odd, but at least not distracting fashion. It appears to increase the output of Triumph's shouts.
Defiant      Triumph nods. "It's just shouting," he says. His body language is positively humble. "I mean, I'm not Eidolon or anything like that."

     Still, he focuses on the barrier and shouts - it isn't nearly as forceful as the previous one. He's listening to Ayako.
Ayako Hasekawa     Ayako smiles brightly. "Well, I think it's something impressive. After all, I sort of felt it myself there." She inclines her head to the side gently, "Eidolon? I'm not really familiar with the people in Brockton Bay much, to be honest."

    Ayako does smile an impish grin when Triumph shouts at the water again, this time through the barrier she made. The water very visibly parts and the benches nearby rattle gently. It definitely strenghthend his shout!
Defiant      "Eidolon's not from this city. He's the fourth most powerful cape, if you include the Endbringers and Scion. He can just switch his powers on the fly," Triumph explains, once he stops that first shout.

     And then he turns back to the water and shouts out three times, each one of a greater intensity than the last. As the water stops rippling, Triumph says: "You're a Trump, too, since you can affect the powers of other people. Is it just a positive boost or could you, say, cancel my shouts out?"
Ayako Hasekawa     Ayako thinks about that for a moment... "Huh... well, that sounds pretty powerful..." She then turns back to the water and smiles softly. "Hmm..." Her eyes blink quickly, "Huh? Oh, well... I can't cancel out something like that." Ayako turns her gaze towards the sky as she thinks for a moment... "I could weaken the shouts, yes. And maybe annoy you a lot, but you don't seem like a bad person, so... I don't really have the heart to demonstrate it." She smiles a soft smile. It seems Ayako is very soft-hearted.
Defiant      Triumph nods. "So, just a low-level Trump. Capability to disrupt but not cancel parahuman powers in a small area, right? Is there anything else I should know, or can I get to the awe-inspiring task of filing the paperwork?"
Ayako Hasekawa     Ayako thinks for a moment... "There were two other categories I thought I might be, right? Umm... Mover..." She suddenly levitates off the ground. "I can make water fly around, so... of course I can make myself fly around too." She giggles brightly. "I usually have a broomstick or something to complete the image, though." She lies down in mid-air on her stomach as she thinks... "I can't move terribly fast in the air, though. Really only about as fast as I can run... which isn't much." An awkward smile crosses her face.

    "Oh! Um... I can also seem to move instantly to any water in my radius, any water I can see, and any water I'm really familiar with." Ayako then pauses to think for a minute or so, as if trying to figure out the right words... "Although, it's really more like shifting my attention to another spot."
Defiant      Triumph lets out a small 'ah' from behind his mask. "Definite Mover. Flight and teleportation to sources of water with a few rules. Interesting. It's a real grab bag of powers you've got there, but they're all related to water so it's not /that/ unusual. You'd probably average a nice and solid five across the board. That's the PRT's way of saying 'You're going to want some cape back up'. It's not an exact science or a measure of power, just... sort of how much of a nuisance you'd be if we had to bring you in. Not that I think we'll ever have to do that." There's that audible smile again.

     He doesn't seem too perturbed by Ayako deciding to recline in mid-air. "Not many people do the whole magic thing, though. Myrddin is one of the only ones, so, that's going to make you stand out, too. What's the cape name you're going for, anyways?"
Ayako Hasekawa     Ayako lands back lightly on her feet and smiles sheepishly. "Y-yes... it's all water, really." She really wants to say it's because she's a water spirit but... yeah. Probably not going to fly so well in a world very much not used to supernatural phenomena. She's water-headed, not outright stupid after all. "Umm... Un. If you want me to come in, all you probably need to do is just ask..."

    Ayako nods her head slowly, "Well, Water Witch, of course." She giggles brightly. Yeah, definitely shouldn't say anything about magic. She nods her head once and says seriously. "But... what really drove me to come here is that maybe my Healing Water could help out a lot. Everything else is just something I could maybe do on the side when I feel like it."
Defiant      "If only we could just ask all supervillains to come in for a nice chat," Triumph replies. "Water Witch. Nice and fitting and not, as far as I'm aware, in use - but we'll double-check the database when I submit the forms. Your water can heal? Yeah, that'd be a big help. We have Panacea to help us out, but a backup source of healing woult be welcome."
Ayako Hasekawa     Ayako smiles brightly, "Well, you can bottle mine." Her smile then becomes a bit awkward, as she scratches her cheek lightly with her pointer finger. "Although, I think I'm going to need to label what color Healing Water does what." She raises her arms into the air cheerfully, "So you can taste the rainbow!" And her arms lower back down slowly, "Even though it just tastes like water." She giggles softly. "Oh... Panacea? That sounds like a nice name, but... what exactly does she do?"
Defiant      "She can heal anyone she touches," Triumph says, like that's a really simple thing. "Broken bones, burns, everything. But, yeah, I'd definitely let us know what the colors do if they do certain things. It makes me think of this one cape I heard of - his sweat makes you hallucinate. Weird, right?"
Ayako Hasekawa     Ayako smiles softly, "Oh, that sounds like a nice ability!" She nods her head quickly. "I should label them anyway, someone might be color blind and think one color is another by mistake. It's happened before." A light shrug followed by a quick blinking of her eyes. "A-ahh? Hallucinations from... sweat? That's just... weird." She giggles softly. "Oh. And speaking of weird... The paperwork for all of what I can do is going to to take a really long time, isn't it?"
Defiant      Triumph shakes his head. "Nope, we've got some pretty good people on it. Maybe a few days? A week at the outside?"
Ayako Hasekawa     Ayako smiles softly, "I mean... filling all the paperwork out." She sighs softly and shakes her head. "I'm not going to have to sprout a watery hand to help fill it all out, am I?"
Defiant      Triumph shakes his head again. "Oh, no, no, I just need to fill it out, sign off on it, and that's really about it. Shouldn't take me more than a couple of hours, since it's all on a computer anyways."
Ayako Hasekawa     Ayako eeps when Triumph says 'more than a couple of hours'. "Umm... well, if I can help in anyway, let me know, please!" She places her hands in front of her chest and balls her hands into fists. "I don't want to take up that much of your time, especially if it's going to gum you up in paperwork." Her tongue sticks out slightly when she says the word 'paperwork'.
