The government had regained control of the Tidal Power Plant, the Waterworks and the airport, about the moment the elites had cleared out of each location soldiers and work crews went into formally secure the sites. This has not gone unnoticed by both the criminal, Stavanger and squatter element of the Kahului region.

Anna Watson had sent out some feelers expressing interest in seeing just what the government that had abandoned this city for nearly a decade wanted and she message expressing surprise as even Detroit had been given more attention from the Alliance's government.

The place had once been an open plaza which had been turned into a settlement by the squatters there would be signs of the building being patch worked but in far better repair than most parts of the city also the region around it was picked clean of war materials and anything else that was or was not nailed down.

The group had arrived by chopper some distance away and had been asked to make the rest of the treck on foot when they finally arrive several people dressed in a mix of gear. Cleary well kept, but old clothing and gear. Greet them the lead armed with an old AK-47, looked at the group as they arrived. He also had a clearly cybernetic arm which was likely a far older model than say anything Kotone used.

"So your Yamakawa and the rest of you are the people hired by the Alliance. Don't put much stock in you but since you didn't come in shooting well can't hurt if the boss wants to talk."

One thing most of the people would noticeably have here is a hodgepodge of clunky first and second gen cyberware. It was also not uncommon as the group was lead by the guards? WAs many people would have cables and the like plugged into the back of their necks and into bits of gear or another thing, some had heavy prosthetics which the synth skin had started to ware our revealing the mechanical nature of their replaced parts.

The group is lead to a Tent set up in the middle of the square where a woman with red hair and some more obvious cybernetics is waiting, she's currently looking over a map on the table.

"So you're the ones Colonel Heller said would be coming? Welcome to our little slice of the island. So get talking what do you want. If you wanted us dead, we'd already fighting now."

another man with the group is eyeing a few of them he says nothing but he's looking very unfriendly

The colonel before everyone had headed out noted the majority of the people here were still technically Alliance Citizens and thus don't got on a shooting, magic or headbanging spree.

Kotone meanwhile nods and holds out her hand.

"I'm Kotone Yamakawa and yes we're here to talk about the restoration of the city. I'll let my companions introduce themselves."
Alexis Maaka     That AK might be older than the fellow using it. Maaka keeps an eye on the leader, visibly wincing as she tries to keep going. Kotone might've gotten a glimpse of how thoroughly taped up she was underneath her bodysuit, from a previous (and ugly) mission. She's just glad this might turn out to be less shooty, it'll mean her injuries hurt less as she recuperates.

    "I'm Alexis Maaka, of the Concord. I'm here to see about assisting with city repairs." She says, shaking hands with the other redhead.
Ryouma Sakamoto     "Did you know that according to this, there was a great naval war between Russia and Japan in the early 1900's?" Ryouma says, not looking where he's walking as he reads from a history book.
    "The noise kept Oryou from sleeping," Oryou says, floating idly behind Ryouma. "Why?"
    "Aren't you interested in what we missed?" Ryouma asks, even as he boards the helicopter meant to take them to their destination.
    "Oryou only cares about the present," the floating schoolgirl answers, blandly and flatly, as she reaches over to take Ryouma's brimmed hat and puts it on her own head.
    "That's too bad," Ryouma muses.

    They arrive, after an awkward ride of Ryouma asking everyone what their shiny toys do. Technology, man. He's mildly out of his depth on that field, but genuinely curious.

    But as they do arrive, it seems the word 'restoration' makes the man's eyes light up. He smiles honestly, and reaches to shake the man's hand immediatly.

    "Ryouma. My partner is Oryou," he says, and Oryou, still floating behind him, just gives the general a V-sign. "We're here to make sure everyone can agree on what's best and move towards the future together. Ah, it sounds dramatic put like that, doesn't it?"
Lin     Lin is the same as usual. After disembarking from the chopper, she checked her gear (what of it she wears instead of keeping in Elsewhere, that is), and scopes out the surroundings. Which is... a ramshackle settlement of sorts? She's probably seen worse, but..

    Well, whatever the case, she's not very talkative at first. Reluctant to speak and deal with this unknown culture in a very alien locale, but... after seeing the state of the area...

    Ah, yes, Kotone wants her to introduce herself. Lin's eyes snap wide open at being put on the spot. "Karal Rei Lin... or just Lin. No need to be formal here. Also of the Concord. No doubt my fellows will seek business deals and diplomatic connections... neither of which I profess any real skill with! Mastery of arms and the creation of new ones is my focus."
Orchid      Ah, diplomacy.

     That, at least, is what Orchid is hoping for. She's got some ideas for how the locals can be turned into the beginnings of a local government for the city they hope to build.

     In any case, she could be mistaken for a full conversion cyborg, so she doesn't look too weird. "I'm Orchid, with the Paladins, and also of the Reploid Hunters." No time for a long explanation. "My goal is something peaceful, growing from the past, rather than dwelling on it."
Alexis You would think, after all the effort and time recently put into saving a world, technically twice, that Alexis the Trainer would be more interested in some sort of vacation. It's not like a long break from action isn't well earned, and with no specific factional ties, no obligations.... On other hand, you could say she's got experience in 'restoration'.

But some people just don't stop like that very easily. Trainers have a well-earned (and somewhat obnoxious) reputation for poking into larger affairs that otherwise wouldn't matter to them. For some it was being curious, for others it was the thrill, or the challenges. For Alexis it was usually a mix of the three, that has just expanded to other worlds as well when it comes to the Multiverse.

And all this is about someone that certainly doesn't look like she's unusual for an older teenager other than her somewhat unusual 6' height. In this world even her pink hair isn't all that weird enough to stand out on it's own. She sure is pretty casual for someone walking up towards a group of armed soldiers(?), hands in the pockets of her hoodie.

More unusual would be her companion. Even if she opted for something that wouldn't be a total shock to people, or mistaken for a mutant, that Alexis has what appears to be a wide eyed, curly banged fox sitting on her shoulder does stand out. Especially if viewed from an angle to see that the fox has a fanning spread of -six- curled-tip tails behind it. Don't know if these people know about kitsunes or what not, but Vulpix could easily be considered one.

Alexis stops with the rest of the group, and as introductions go around just gives a polite nod of her head. "Alexis Hanekary, a Pokemon Trainer from the Hoenn region. And this," she pulls one hand from a pocket to motion up at the Vulpix, "Is one of my Pokemon partners."

"Vuuuuuull," trills the firefox cutely.
Staren     Staren is with the group, of course. He's in his armor as usual, just in case things go south. But it shouldn't look that out of place here, aside from the ears and tail and how /clean/ it is. "Just because we're hired by the alliance doesn't mean we don't want to help. But if I'm gonna help anyway, why not take the job?" He replies to the leader, glancing around. It's actually kind of /strange/ to see this many people with obvious cybernetics away from his homeworld -- but these aren't headhunters showing off their chrome, they're people who couldn't afford non-obvious stuff.

    Still, 'outdated cyberware' isn't exactly a high priority humanitarian problem. Although Staren keeps 'hey I can get you new cyberware' in his back pocket as a possible bargaining chip to reveal later.

    Introduction time. "I'm Staren, also of the Concord." He takes off his helmet. "Some of us offworlders were involved in stopping that ghost-dubbing business a few years ago... but maybe news of that hasn't made it here." He scratches his head. "Look. I keep an eye out for technology from different worlds that can be used to help people. If you feel the Alliance's offer is too short, maybe I can bridge the gap with medical technology, new cybernetics, and nanomachines that can recycle your food and water and help repair your machines and buildings. But what we, and the Alliance, want is to see you restored to, well... First-World quality of life. You know, all the fruits of globalization, access to new technology and TV shows and the internet and fresh food from all over... some of you still remember that, right? As far as the Alliance is concerned, you're citizens, or the descendents thereof"

    Staren looks thoughtful. "Unless you don't want that. If you like living off the grid, that's your prerogative, I guess. In which case, I mean, I guess we need to negotiate secession or something? Or if some of you want to go back to America and some of you want to keep living like this, we gotta work that out. too."

    Staren sweeps his gaze over the assembled people. "I've told you what we and the Alliance /think/ you want. But what do /you/ want? We can't really help until we know that."
Kotone Yamakawa Kotone Yamakawa was very concerned about Alexis given how badly taped up Alexis was but she wasn't Maaka's mother still she was worried about her.

<<Maaaka tell me you'll rest when this is over? Or will I have to sit on you?>>

Ryouma actually gets some answers out of the guards on the trip, he'll get a few bits about cybernetics their weapons, he'll learn the AK 47 is a design pushing 100 years old and is Russian.

Anne looks to Ryouma and his companion.

"It does when you put it that way sir."

Anna notes, the man with her grimaces more and seeps to be notably keeping an eye on Orchid, Kotone and Maaka.

"Creation? I heard a bit it's generally on the travel restricted lists. A dangerous world from what little I know."

She notes looking at Lin, it's not hostile she's stating a fact.

"Stil you have skill fighting heard all of you cleared out the airport. That place has been a death trap since the war. Anyone with a cyber brain tries to avoid that place or did."

Several o the people wat watching Alexis and more correctly her pokemon pal, whispering something about the wait is that an actual pocket monster the girl has?

"Pokemon so some kind of animal trainer the name's Anne Watson and this is, Slade."

Another young woman stare at Staren.

"Wait!?! An actual Catboy!"

Her companion just is facepalming and drags her off.

"The adults are ... ahem talking here. I'm so sorry about this."

Slade just grunts at it and he looks to Staren nodding.

"Heard about those stick bastards, a real case against AI development."

He notes grimly and then he looks at Staren.

"They net's still connected out here and we ain't savages some of us chose to come out here. After all, where there are cyber brains there are net connections."

He doesn't seem to like the idea of Cyber brians but seems to be trying to be diplomatic. Anne looks to Staren for a moment.

"Many of the folks here used to live here before the war, at the very least they are going to want to keep their land or have it brought off at them at the equivalent land value of say in New York, Tokyo or Seattle. Or get to keep it. So it all comes down to compensation, sure that's nice and all for the region to fixed up but what is in it for us. No one here gave up on it when the Government left or when the criminal cartels showed up. So you claim you want to fix things up give us a new start right? What's going to do about the bones of the old war and our resident ... problems. "

Kotone is lost in thought for a moment as she thinks herself over what the woman has said and Slade keeps giving Kotone looks and they ain't nice ones though they are brief.

"I'll cut to the case a warpgate, and with the criminal element do you want to see this place become a multiversal black market?"
Lin     "Travel... restricted?" this term is a bit unfamiliar to Lin, but she seems willing to just shrug this off. Tehre are much more... diplomatically assertive people here and she, in this regard, is more here to lend her sword. So she's quite willing to listen more than speak. In particular...

    Her ears hone in on Staren's speech.

    "That field wasn't so challenging... though I can say this only because we acted as a group. Alone, I wouldn't have accomplished anything much..." Except for maybe 'destroy everything hostile,' but Lin's not going to brag!

    Hearing the arguments being put forward by the locals though, she finally does speak up. "You claim it's your land, but there are areas you couldn't control. At the very least, that battlefield has been seized by right of conquest." Lin points out, though not very sharply. It may be that she simply wants to point out, as she continues, "Strength is what holds onto lands. And for strength you'll need allies." She grins quite bluntly - it's quite clear she might have some ideas about who such allies could be!

    Maybe Lin's NOT such a lost cause for diplomacy.
Ryouma Sakamoto     "Ahah... sorry, I guess I'm just enthusiastic. This is a historic moment, you know? In countless years the people of this city will remember whatever happened today. They might write about it, and they might romanticize it a bit, but the importance of the moment can be reached for and grasped," Ryouma replies, smiling like an idiot, while Oryou adjusts his hat on her head and stares blankly.
    "Last time Ryouma was this excited, he was helping draft--" she is stopped by a gloved finger, as Ryouma places his index on Oryou's mouth to keep her from finishing her thought.

    Rather than say anything about that, he looks at Anna and strokes his chin. "Compensation is only fair. It's your land, you're right. And I'd think you'd also want a say in what happens locally, right? Positions in the government, a voice to be heard. The bare minimum that should be considered."

    Then the matter of problems is brought up. Ryouma nods, thoughtfully. "Of course, we wouldn't just let those things happen. I think I speak for everyone here when I say if problems arise, you'll have our undivided help to resolve them. Turning this place into a black market is in nobody's interest, neither is a crime wave of any kind. Why don't we talk over some maps? Let's look at where things stand, trace some boundaries. I'm afraid I'm woefully unfamiliar with the lay of the land here."
Alexis Maaka     <<Is that a threat?>> Maaka replies dryly. Her smirk belies her joking tone, even if it still hurts to be out and about like this.

    "I understand you guys aren't too fond of Uncle Sam showing back up...not that cartels are any better." She remarks, arms folded. "We ran into a pack of scavs at the factory before, you saying there's more like those around?" The implied offer of getting rid of those criminals is in her tone.
Alexis Alexis jabs a thumb in Kotone's direction. "She's got it. Or at least the right idea. If they see an oppritunity, you're gonna be up to your necks in much worse elements trying to get in, looking for a place to hide or take advantage of the already downtrodden." That's about all she's got. Negotiation is really not much of her thing even after he experience in the Multiverse.

"We're not here to try and take it from anyone. We're here to make it a livable and prosperious again."
Staren     Staren is briefly taken aback by the young girl's reaction. Amazingly, he's never gotten that before! "It's fine," he gives a dismissive wave as the others act all embarassed.

    "So. You could take or leave becoming part of the Alliance again, but what matters is your land or due compensation. Sounds reasonable. Even if the Alliance didn't care about you at all... to restore the city they'd need people to live and work in it, right? We'll take your concerns back to the Alliance. Actually, why wait? Just a sec."

    Staren is obviously looking at his HUD. Everyone here must know that look.

    He attempts to raise the Colonel on cybercomms. <<Colonel? The people here are mainly concerned about getting to keep their land, or receiving due compensation for being kicked off it, in line with if you seized land in a big city. Does the Alliance have any problems with this? What do they want to do?>>
Orchid      "We don't want to push anyone off their land," Orchid explains. "What we want to do is help provide the opportunity to rebuild, with the current residents having first say in the laws to be enforced. As for the criminal element, well..." Orchid takes a deep breath.
     "We are aware that in a place like this, where laws are loosely, if at all, enforced, criminal activity happens. But we are interested in adding security, both security from want and security from fear, and are willing to forgive past crimes, if said crimes are confessed to. Criminal activity will wane, as if you don't have to risk your life to support your family by associating with the criminal element, why bother?" Yeah, she's betting on the better nature of humanity.
Kotone Yamakawa Anne nods "Yes."

She doesn't push the matter with Lin either as she looks to heer for a moment she tilts her head.

"That and most of you I suspect are not augmented. Something there kept hacking anything that got near it. Like a puppet master putting string on you or your hardware. A point no one person can save a world alone now can they?"

Slade looks at Lin his eyes narrowed he goes to open his mouth. Yet before he can say a thing? Anne puts a hand up, he is silent, yet his eyes are looking right at her for a moment longer.

Anne "We don't claim to hold the whole region that's insanity. Some folks were smart enough and bale to hand on to their property deeds."

Ryouma gets some headway there with Slade of all people.

"Right, we stuck it out when everyone else ran or were folks who wanted to give it go. As for problems we got lots, like the damn harbour rats."

Anne nods in agreement.

"That would be something I think both sides on this issue we don't need more power from the Yazuka, Triads, Russian Mob or worse muscling in here even harder."

Colonel J Heller is soon on the line with STaren.

<<Land and compensation? Not as bad as I feared I'll pass that up to the line there but I don't object if that's all they want. Though I doubt that's all.>>

"How about an act of good faith fix the power grid and water lines leading to this part of the downtown? We know you seized both of them and have people there round the clock."
Ryouma Sakamoto     "Good faith? Well, I'm not much of a fixer, but..." Ryouma looks at Staren, who by far seems the most tech-savvy of the crew. "I'm sure something like that wouldn't cause any problems? It'll be necessary down the line to maintain the city, won't it?"

    Rats, though? Yakuza, Triad, those aren't fun words. No, in fact, Ryouma just had his own run in with the Yakuza, he can sympathize.

    "How about another show of good faith, free of charge? We'll help dismantle the local branches of organized crime, send the message this isn't a turf to be stepped on. Hopefully peacefully, but I'm not averse to breaking some hands. Will that help prove we're not here to fix things and then let some mafia roll in?"

    Oryou chips in, idly, "Oryou will eat the ones who don't get the message, so it'll work out."
    Ryouma looks back, sighing. "No, no, please, we don't need to go that far. Reckless use of violence will just make things worse."
Alexis Maaka     "Good faith we can do. Staren's no slouch in engineering, and Lin I figure could smith up the materials needed far faster than any of your metalworkers." Maaka nods. She pops her neck; Yakuza, triads, Russians, it's like a triple-threat of factions Maaka's fought and worked for at some point or another. "As for the mob...I know these types well enough. I bet I could either sweet talk them into moving their business elsewhere, or we can take care of them through more 'direct' methods." She says with a little wink.
Orchid      "I think we can get the power and water working," Orchid states. "Maybe not at full output, and we'll need local help with distribution-" all part of the scheme "-but most of the pipes are still sound, and running new cables should be easy enough." She likes this Anne, at least so far. "Water is easy for organics to use, but I think we can add in some lighting equipment as a gift."
Alexis At the remark on 'good faith' and clearing out the water lines the Vulpix shivers and huddles closer to the side of Alexis' head, prompting her to lift a hand to pet her reassuringly on the head and getting a soft coo in return. "No, I won't make you go in the water."

Then turns her attention to the rest of the group. "Not much on fixin', but Pokemon can do general heavy labor. Moving companies employ Machokes and Timburrs for a reason." The fox curls get a light ruffle before lowering her hand again. "I've also got a few Water types even if they aren't a specialty. We can make sure there's not anything else creeping around in the aquaducts or whatever the modern version is called."
Lin     "You bet I can put together anything metal!" Lin splurts out, in a sudden show of confidence. A fiery grin appears on her face! Though it dims just a smidge in the next few seconds. She folds her arms. "... but if it involves this fancy stuff you're gonna need 'ta give me the right measurements..."
Kotone Yamakawa The crew does have Staren onboard and they can call in the army core of engineers too and heck there's Orchid as well on that. The talk of the various criminal groups which seem to be about as common as Earth herself. Anne seems to like this idea of getting some level of power and water back.

"Good I have a few people who could help with that if you want people with more experience with the area."

Slade smirks "Ha so living creatures that outdo machines I'll have to see this."

Anne thinks about it "We been getting things right out of fiction crawling about lost someone last month to something near one of the waterways."

"Taking them down would go a long way to gaining our trust, for any shit we give the old powers and the new? They didn't get into the nasty shit, as those folk do. It would be nice not to worry about them anymore. They got the harbour locked down and are working on some ships the old American Navy left behind we seen lights on for weeks at the old naval yard."

This would line up with the intel from the two ARMED SUIT pilots who were 'captured' last time.
Ryouma Sakamoto     "The harbor? American ships, you say?" Ryouma's curious now. Ships from this era, perhaps? That'd be even better. "Well, I'm sure we can figure something out. Maybe even resolve this without any blood being shed, if we're lucky." That'd be nice, he thinks.

    "If not, Oryou can handle it," Oryou says.

    Ryouma, defeated, simply says, "Ah, I guess that's only fair."
Staren     "The Colonel says that's fine." Staren explains about the land.

    "Harbor rats?" Staren looks confused. "Is this the kind of rats where you need to get some cats, or...?"

    "Getting power and stuff restored was the plan anyway, so sure!" He smiles at that.

    Then furrows his brow at the mention of criminal groups. "Really? Can the population and economics here really sustain a large group of organized criminals? Or do they have a secret port somewhere and are using this place as a base?" He rubs the back of his head. "I'm not great at dealing with organized crime, but maybe we can give it a go. Explain the situation and how it'd be better for them to move elsewhere in the multiverse... it's at least worth a shot before we have to go in guns blazing, right?"
Orchid      "That may take some more doing, but I think it's doable," Orchid says. She's NOT going to get into the machines vs. organics business. "We were able to talk the guards at the power plant into surrendering, so I'm not too worried." Of course there is the Black Ops site. Orchid may need to shut down her coms for that part...
Alexis Maaka     "We can do more than that, make sure they don't come back to get some revenge on your people." Maaka offers. "Been a while since I did my best frogman impression, should be fun."
Alexis Alexis brushes on hand through her hair idly. "Sounds like you've got plenty of work cut out from us." There's a definate smirk though as she says that. And even a wink towards the guy doubting that a 'living' creature being stronger than a machine. "Lemme guess, you're the sort that doesn't believe something until he's seen it?" She snaps her fingers. "Far be it from me to not supply some proof."

Alexis steps one foot back to brace herself as she grabs a pokeball off the strap of her bag with her left hand and winds back much like a pitcher would as she eyes the surroundings. Delapitated places like this always have debris and wreckage lying about, that will work. She smirks again and whips the pokeball in that direction. "Take the field, Won Ton!" The spheroid clanks against the pile and clicks open as it does to spew out it's glimmering light that crackles and consolidates into one very large, very bearlike black and white form, clenching his paws like fists and flexing his arms. "Paaangoroooo!"

Alexis just takes another step back as she catchs the rebounding pokeball afterwards. "Show 'em what you can do with that hunk of rubble there, Won Ton."

The panda-like brute looks down at the wreckage, snorting and flicking the bamboo shoot in his mouth to the other side. "Pan." Then grabs the large debris with his paws and picks it up effortlessly.

"And now," Alexis points off into the open distance. "Circle Throw!"

"Paaaaaaan--" Won Ton takes one step forward with an audible thud, bracing himself and heaving the other foot up to spin around once, twice, three times "GOROOO!" and letting go to send the chunk hurtling the debris high and far into the air with the technique used to literally throw someone else out of a fight.

That done he just dusts off his paws against each other as he trudges over to Alexis side like a big imposing bodyguard. Big enough she can actually lean against his side with no problem. "Any other potential doubters?"

This is more or less how Pokemon Trainers 'negotiate'. It's a lot less talking and a lot more showing what can actually be done.
